It's an absolutely terrifying idea with little benefits and some of the scariest drawbacks imaginable. You decrease crime rate by improving quality of life, by providing good education and healthcare to all citizens. You don't do it by building a surveillance state that reward citizens for supporting the authoritarian government's views (e.g. by spreading the propaganda like you're doing now), while punishing citizens who engage in behaviour that the government doesn't like (e.g. talking about the tiananmen square massacre, concentration camps, organ harvesting, etc.).
