Lots of negativity here for this, but it sounds like a design /implementation issue and not necessarily something fundamental. Like anything it's not a silver bullet, but one small tool to help deal with the larger problem. Things like Baltimore's Trash Wheel in the Inner Harbor have prevented literally tons of waste from outflowing.
