Because they don't (yet) have the calcified, dysfunctional processes that led to the need for a rewrite in the first place.

It's such a fascinating dynamic - on the one hand, you've got large players with incredibly deep pockets, coasting on market inertia despite utterly dysfunctional internal structures. On the other, you've got small, scrappy teams whose survival depends on quality, because they only ever have a month or two of payroll in the bank.
