For devs, Lua bindings with GTK+ (like JavaScript with QT/QML) would be a good solution: easy binding with C libs, and minimal runtime and easy distribution. It needs a VB6 GUI builder with code editor. For users, a "parts" library built with the above and a layout/flow chart for building workflows.
