I used the wrong wording in my reply. The level of talent is good, it is the tech scene in general that is weak. I get recruiter emails constantly from companies in SF, Seattle, NYC, etc, but rarely from LA. There are simply not enough companies doing challenging work. Many small little startups trying to solve problems that do not need solving.
