The cuts are voluntary, and people are getting 1 years salary out of it. I suggest a lot of people are more than happy to take it in a good job market. That people are making the choice - and many don't seem to mind doing it, makes this quite a different thing than a regular layoff. Apparently churn has been high, and people leaving their jobs voluntarily is in some ways a good sign for the economy. They certainly don't do that when times are bad.
