I've found jira works fine except for two things: 1) it's been around for a long time and still doesn't seem to be a good match for agile and 2) once people drink the kool-aid it starts getting used for everything. It works great as a todo list of things that need to be done. But lots of places treat it as the single source of truth and stuff it full with every thing from high-level decisions down to acceptance criteria describing the color of a button.
