There is a lot of inaccurate information about visas. Part of the problem is that border agents in most countries have A LOT of discretion in who is not allowed in, even if the laws explicitly say otherwise. To a lesser extent, they also make exceptions in the other direction (I've been granted a visa-on-arrival for a country that did not allow people with my passport to get visas on arrival :).
