Ask HN: Software that relays ad traffic

I remember reading about a project someone posted on HN that proxies and manipulates browser ad traffic instead of blocking it. I believe it may have also proxied the ad traffic between users so as to feed the ad networks misinformation and drive down their value. But I can't seem to find that project again, can someone point me in the direction of this project or similar works?
