This is clearly intended for actual staff, not support position like building support and maintenance. They aren't employees, in fact they rarely are anywhere anymore. It's all outsourced to maintenance companies which are cheaper and not held to the same level of scrutiny for how they treat their employees. It's garbage. Companies should employ them and pay a fair wage, but they don't.
