There are rules and incentives in the 'Academia' game. Among important things: get published, get cited, get your name out there. I am cynically inclined to think the 'system' fosters this, and some people have gotten good at it. Unfortunately it's become less about 'science and knowledge' and more about getting the grants to survive and eventually be able to work on 'real' research. However I do not believe this is specific to Academia, any 'game' can be hacked (at least for some time).
