Cars are licensed, and substantial taxes are paid for the privilege of using the public roads, including city streets.
Unlike the nuisance bikes and scooters now littering sidewalks and parks which are typically designed for pedestrians anyway.

Here it's a few hundreds buck a year, if that's all what's needed, I'm sure they would gladly pay it. We already pay for the privilege of using the side walks, we are already able to lock our bike outside.
