These fines are not arbitrary, and they do not hit "tech", they hit tech monopolies with blatantly anticompetitive behavior like intel, Microsoft and Google as well as European breweries, maritime car carriers, cement plants and what not. This is a fantasy, or more likely a projection of your own newly awakened jingoistic tendencies.
