I believe that's due to the entrepreneurship and hard work of the individuals in the country, and not of the political system itself. Congratulating the CCP for lifting the country out of poverty would be like thanking the US political parties for making the USA the largest economy in the world (as opposed to the hard-working entrepreneurs and workers who built this country into what it is today.)
