First, the Ruby server does not set any cache headers for the response. This means, the browser will not cache this url and the api will always be called. Behind a Proxy Server, this Api does need am exception.
A CDN does not affect this kind of server, as a server of this kind should always return something dynamic and not static. Caching or duplicating the content across servers is totally useless. If you want to call the API through JS, the JS can be cached on CDNs, as the request done to the API server will always be the same.
