I guess it’s up to the city to decide whether it wants to: A) use tax and revenues from tourists to progressively change it self to accommodate more and more tourists. B) raise taxes so much that only cashed up tourists can afford to visit. C) preserve the city as it is, and install some form of tourist lottery to avoid only cashed up tourist from visiting.
