For what it's worth, it reminded me of a passage in a novel (I can't remember which one) by an Ukrainian writer Serhiy Zhadan. In the story he contained an observation on how in blockhouses people on the first floor secure their balconies with bars to protect their flats against burglars. These bars, however, make for a perfect ladder right onto the balcony on the second floor :) So then people on the second floor are forced towards doing the same thing, and so on all the way up.
