I find this baffling. I live in a country with free healthcare but have used private hospitals here in the past. They give an estimate of costs from every practitioner involved before you agree to the procedure. It's not exact but they give a best to worst case range. I'm not sure how this would apply to emergency care, but for non-urgent procedures I don't see why a quote isn't provided. It feels like a failure of the care providers to me.
