He's for "Open Societies". Practically, that means supporting opposition parties or groups in any country that lacks freedom of speech. As in: Oxford & Harvard students arguing for/against anything, including extremely conservative positions. He isn't trying to increase migration. He tries to improve the plight of those who have already fled. That may increase migration in the sense that shooting migrants at the border would decrease it, yes.
