In Google's dashboard (and their API), you can add ssh keys after creation of an instance. Its a fairly basic functionality made possible by the "accounts daemon" (which is opensource https://github.com/GoogleCloudPlatform/compute-image-packages/tree/master/google_compute_engine/accounts https://github.com/GoogleCloudPlatform/compute-image-package...) Azure doesnt have this, etc.
