There is no official way to do anything in Venezuela without these new ID cards. That's what makes it important to enable Venezuelans to hustle with each other unofficially, sub rosa. DOn't get me wrong: I loathe bitcoin and its boosters, and I pity anyone who actually needs it to get by. But Venezuelans are in that number.
