How much of this is really going to be a "second HQ" and how much of it is going to be a handful of engineers and a small force business/lobbyist folks? The locations seem to suggest business and lobbying interests. I'd be surprised if any of these offices number more than 20k. It feels like one giant sham for some glorified satellite offices.
