People are willing to pay a premium to avoid commute times. Not to mention, commuting is bad for the environment and wastes people's time. There's demand for housing in San Fransisco. Ignoring this demand and trying to placate it by building housing out of San Fransisco probably won't do much to dent housing prices. Even if it does, we'll still pay the price in increased traffic, pollution, and urban sprawl.
