Ask HN: Why is there not more companies alliances in tech?

It seems to that companies would have so much to benefit by sharing with each other non critical part of their tech. For example, why isn't there a devops alliance between web services companies. It seems to me like so much could be gained by sharing, or having alliance, however I have never seen that. What am I missing?
