I think much of this is Microsoft and Apple attempting to retain marketshare. Niether has well maintained, vast software archives like Debian, or instant rollback after a package install or update like SUSE (thanks to btrfs and zypper). Meanwhile the non-phone computer market is shrinking each year, and what remains is mostly a market for devices that are good at running browsers.
