Yes, because of the way infinities work. Even though the quantities of ranks 0/1/2+ are infinities (countable or not), there are vastly more 0/1 than any other, so that mathematically, it's accurate to say that the odds of finding 2+ are zero. But it's not really zero. Infinity is confusing :)
