Youtube isn't free for advertisers were presumably without service(i.e their ads weren't being shown) while there was an outage. I would imagine they also weren't being charged during that time due to being charged per impression. That is actually a really interesting point. I wonder if google actually has any SLA's around the availability of their platform.
