If you get too many wealthy people, you get a vancouver, seattle, london or SF situation and that isn't very healthy either. I think you need the people to be a similar economic makeup as the destination country, otherwise all the rich people buy you all out and everything is too expensive or all of the poor people act like an influx of 'criminals' who screw up everything according to the perceptions of the receiving populace.
