I work in Cambridge, MA and I see families with children and babies on bikes all the time. I see them bike in the rain, snow, and heat. Of course when there's a bad storm you won't see many (if any bike) but neither would you see vehicles driving about either). I don't really see this as an ageist argument. More of people don't want to give up their comforts because they aren't paying the true external costs.
