The Outlook desktop now client does it as well. I am not sure if it is exchange setting or something else. If I scroll to the end of a folder containing mail it tells me "There are more items in this folder". I have to click for it to fetch more items. I have years of email archived in various folders and it hides the results for every single folder behind this wall of "there are more items". Because of this I can't search through my archived email properly. It never used to work with way. I think it changed when my organisation migrated to Office 365.
