You don't, because if you're so immersed and disciplined to be able to develop cutting-edge technology, you are sacrificing the time and energy one would need to solve the much more difficult task of creating the right hands for the technology to fall into. But humans in the "tech" industry are so harried they are lucky if they get to work on something they believe some hands might be able to profitably handle.
Easiest way to control technology is with blackmail, that's why blackmail rings tend to run the technologies that tend to control which technologies fall into which hands (usually called "governments"), but blackmail is the power to make someone appear to have the wrong hands, so it's collected more efficiently the worse the hands are. If you think government is in the wrong hands or could fall into the wrong hands ever again, and you've got your head down developing some new technology, you've found yourself in a hole but you won't stop digging.
