(US citizen here) I can foresee the day when this communistic approach to traffic management will be unacceptable, and the patriotic solution is to let the market decide. Whomever is willing to pay the most gets to run all the intersections, while poorer people get to use them when there aren't any richer people in the vicinity. Because the free market always finds the optimal solution.
