Why wouldn't they just put a TLS1.2 reverse proxy infront of whatever legacy system is there? or use cloudflare? that'd be way easier than telling people to rec

Why wouldn't they just put a TLS1.2 reverse proxy infront of whatever legacy system is there? or use cloudflare? that'd be way easier than telling people to reconfigure their browsers to be insecure everywhere on the web.
