No point in having a special trucking platform as a contingency if they're not available when the hurricane comes, because of deferred maintenance (due to other maintenance priorities) etc. Considering that being in the eye of such a powerful hurricane is a freak occurrence, the cost of the risk contingency probably would not be worth it if you ran the numbers.
