I think you could have put more emotional pejoratives in there, and your lack of effort shows that you probably don't have enough faith in the cause. Each of those steps is pulled from actual efforts and initiatives to forestall genocide, non of which has worked. When a world power decides to liquidate a percentage of its population, all that can be done is reactionary in nature; to get involved prior to is to initiate the violence and thereby vindicate the genocidaires.
