Maybe because it has uncharted economic value, especially with access to large number of people via the internet, large number means that taking advantage of small behavior can translate into much value.

Javascript behavioral tracking and shadow profiles gave advertisers and various experts (psychologists, sociologists etc) both the incentive and the unprecedented ability to perform experiments on hundreds of thousands of clueless people. All that in real time, in their "natural" environment, with real stakes. Of course we can model this type of economics better than we did 10-20 years ago.
