Anti-drone policies are good for pilots and manned aircraft operators. The bootleggers-and-baptists theory of political incentives would predict that the agency in charge of manned pilot licensing would find morally positive reasons for banning UAVs. They don’t mention the fact that unmanned aviation could be an existential threat to large sectors of manned aviation, and therefore their political influence. Nor do they mention the enormous costs imposed on society because they have banned potentially cheaper or more effective means to productive ends.
