There's a setting for how many rows to allow. The only other thing needed is to have the panel tall enough (You'll have to play, I don't know what this height is) and it will then start doing multi-row/line task bar when you have enough windows. Also you can check the "Always make rows box" in that same settings dialog to force it to always be multi-line.
