housing isn't just a financial investment. people factor in the benefits of living at a certain place over just the investment value. to a person who will live and earn a big salary at a place with a lot of good jobs or send their kids to good schools, the place is worth a lot more than to a landlord who can only rent it out. of course that can push rents up, letting investment value catch up, however that's only the case if there is no supply.
