Why has Apple/Android not added the ability to reject (or at least send directly to voice mail) all calls outside of contacts, and make this the default setting

Why has Apple/Android not added the ability to reject (or at least send directly to voice mail) all calls outside of contacts, and make this the default setting? Seems like this would solve almost all of these problems.
