Finding a good neighborhood helps a lot with this. We've made more friends in a couple years in the suburbs than the 8 we lived in SF. We know everyone on our block. We all go out after work so people's kids can play with eachother in our street - even people without kids come out to chat about things. People invite others over to BBQ. And so on.
