I thought the same, but people often order Ubers for each other, or share a ride where the payer party gets out first. A more useful feature would be to make payments subject to a confirmation and don't allow the costumer to request a new ride until payment has been made (or disputed). You already have to leave review and (skip) tip after every ride anyway.
