That and "We don’t need any more computer languages." I admit I'm biased though as I'm writing a new computer language. But I believe I have found several interesting innovations. I would agree with both of these as rules of thumb though, chances are a new programming language is a dumb idea and that your idea has already been done in some library. But new innovations still do exist, they are just rare.
