Every single increase in hash rate efficiency just results in the same kWh being used to make more hashes followed by an increase in block difficulty. This is literally a security feature of the network, since it’s designed to prevent 51% attacks. It might be technically possible to change the bitcoin protocol, but at this point the politics are insurmountable.
