Now, for me a BANK (which is what PayPal is here in Europe) If they are a bank, I'd anticipate that you could call them and insist on speaking to a compliance officer. Keep a log book, if they fail to do so, complain to the regulator.

They are registered as a bank in Europe so they must comply with European bank regulations...
