I don't think anyone is expecting his "new behavior" to be worse. I think he pretty clearly gets that the way he was behaving before was wrong, and that he needs some help and guidance in order to deal with that. And the new CoC is part of that... it's there to help him as well as others, and he understands that. Unfortunately, the very concept of codes of conduct sets off a lot of political anger, mostly among the very people who really, desperately need a code of conduct applied to them.
