It's one very powerful individual supporting his states NIMBYism, and a party (the Democratic Party) which is unwilling to stand up to it's leadership amid mixed overall opinions on nuclear. Perhaps most painful for my sanity: the event that would be best for nuclear power in the United States would be Trump deciding he wanted to stick it to Harry Reid.
