So I'm confused; you agree that housing is a problem (people move away or move in with others/into legally gray housing situations), and you agree that substance abuse and mental healthcare are problems. Taken together, you're agreeing to the same set of problems that are popularly agreed upon as being problems. Seems like you're just quibbling?
