There's a big difference between "sure, we'll never totally get rid of them" and "do you want them every 5 years or every 50 years?" or "do you want 25% unemployment or 10% unemployment?" It is overly fatalistic to pretend they can't be changed in any way whatsoever and there's no difference between different periodicities and scale of upheavals.
