On a national level, I wonder if you can use international rivalries to balance state-funded news. You know that BBC or a directly-government-funded PBS has one set of biases, but if you add the also-biased coverage of the same event from Xinhua or RT, the truth is probably somewhere in the middle. I don't see it working for local news though-- there's not going to be multiple governments with balancing biases covering funds misappropiration in the local school district.
